1. Probably not unless/until all other avenues have come up empty.
2. As I understand it, he can’t do it until it’s a true emergency. I take that to mean he can’t do it until after we default.
3. I think they take themselves way too seriously. As to their power - I don’t think they even have a semblance of a grasp on it.

of course they know their power, they are exercising it now….as for the 2nd, nothing is going to happen
