Here’s the census data to pore through. Here’s the US data, and then you can go state by state.

An average state would have 13.2% Black/African Americans (the census terminology). Georgia would have 31.5%. Alabama is 26.7%. Mississippi 37.5%.

If the figures for those states were not racially motivated, then there should be a correlation between the suspensions and the racial makeup - that roughly 37% of suspensions in Mississippi should go to minorities, versus the balance to whites. That the figures are upside down is highly suggestive that racial profiling/racism is at work.

Other factors that could be involved? That you’ve got minorities concentrated in certain districts so that the bulk of suspensions are being handed down in them, while predominantly white districts have few/none of the suspensions, but that strikes me as insufficient since problem students can be of any race/background.
