Baltimore, Washington, DC, and various other towns with majority black populations have also been known as “chocolate city” over the years. Sometimes it’s a descriptor, sometimes it’s a dogwhistle. Coming from your keyboard, I suspect the latter, no matter whom you’re quoting.
