Why would one need to ‘control a crowd” if the ‘crowd” behaved? Can one be upset about circumstances? Sure

That’d be sorta irresponsible! It might end up causing a disturbance and injuries!

Same with doorbuster deal-of-the-year sales without crowd control or any responsible management

Businesses should be responsible and stuff!
