Wrong. Very wrong. That you are referencing the non-scientist Tony Watts shows that you really are relying on unreliable thinking. The NCDC showed, very simply, that Watt’s objections are irrelevant in the big picture.

As mentioned by others, satellite and other data does show a cooling, as well as a failure of the AGW theory’s central tenet that the troposphere will exhibit the most warming.

Which it does. The troposphere warms, the stratosphere cools.
