Why do we need to send money to Washington to be sent back to the state it came from? Just to administer Pell Grants? Seems to me that could be done without a DOE
It didn’t exist prior to 1980, and I don’t recall schools being worse than they are now

As a matter of fact, I recall them being somewhat better!
