I don’t think that’s totally fair. The USSS wanted him in the air b/c the threat wasn’t over, and there was inclination that the 4th plane (that was forced down by the passengers in Shanksville) was headed to either the White House or Capitol Hill. That’s why he was on AF1, went to a military base, and only later in the day came back to DC.
