Just a guess. But I will assume that words are not sufficient for conviction. A trier of fact will have to determine if there was also behavior that merits a conviction.

I’m not so sure of that. IIRC, GB has “hate crime laws” such as the one in Canada where Ezra Levant had to answer to a Hate Crimes Tribunal - I don’t think he’s gonna see the inside of a court room, but maybe one of the hearing rooms for people accused of uttering hate crimes (words only).

But at a MINIMUM he should be shit canned from the Foreign Office immediately.
