That looks like a "Jesus Bolt." It's the only thing holding up something real important and if you pull it out from under the whole whatever falls apart.

it looks to me like we are looking at both a bolt and nut. the threads on the upper end of the bolt seem to stop.... which makes me think we are looking at the end of the bolt (ie. visible). The nut is bearing on the concrete.... but I would think there should be a flat washer there to help distribute the load into the concrete.....
A bolt is bolt if there is a nut on the other end... say holding two flanges together. A screw is something that is held in place by internal threads machined into a casting or weldment.....

Not to be overly picky, but that's not a bolt. Its an adjusting screw. What appears to be the bolt head is actually a nut. The nut is rotated raising and lowering the screw and thus adjusting the height of what ever that load is above it.
