There was some guy on Cavuto saying that when Germany tried a similar pgm, AT LEAST 10% of the clunkers that were supposed to be destroyed ended up in places in South America, etc.

A friend of mine desperately needs a new car and wanted to take advantage of the clunker program. Her car caught fire and the insurance company totaled it, and paid her $6000. Then she bought it back from them as salvage for a few hundred, had it repaired, then re-registered it in her name. No problem right? Nope. Because the vehicle was out of her name, not registered continuously for the last 12 months the vehicle doesn’t qualify.

Sure they do. I have an ‘97 I30. On the same wheel base as the Nissan Maxima. They don’t make the I30 anymore, but Infiniti still is made by Nissan.

Japan does this all the time w/SUVs from Toyota, Mitsubishi or Suzuki- I think by making it almost imposible to own a vehicle more than 3-5 years at a time with stringent inspections.
Alot of them wind up in South America, too. The thing is, the Japanese drive on the ‘wrong’ side of the road (like the UK or Australia) while the countries they wind up in (Bolivia, Peru) drive on the same side of the road as we do…so in those countries there’s a cottage industry on swapping out lefthand/righthand side steering and gauges on the Japanese cars…
/learned this watching a special on El Camino de Muerte in Bolivia, the world’s most dangerous highway.

I came across a new term yesterday: “carbon-tainted”.
That would be anything that, in the opinion of the self-appointed CO2 monitor in question, requires “too much” carbon to produce, transport, purchase, store, or maintain.
Probably includes a good portion of the non-PC population, as well.
Being a carbon-based life form, I instantly reached for my revolver.
Now I’ve looked it up on Google and find a total of 210 hits, not all of them meant in the sense used here.
The wave of eco-fascism in our future will include “shaming” of consumers who buy “carbon-tainted” products. Mostly poor people, I’m guessing, who can’t afford to shop at farmer’s markets.

This is the EPA Fuckup List, not the list of eligible vehicles.
You have to use mileage figures obtained from the EPA website in order to determine eligibility for the program. The website has been up for a while now, and deals have been being struck since the first of the month, although the paperwork stream didn’t open up until the 24th. Just a few days ago, lots of cars on the list had their mileage changed, without explanation; this hosed over some deals that had already been made that were waiting for the paperwork to go through. Several other cars were added to the list that had been ineligible before. The EPA and the Administration, of course, never even thought about making good on those deals that suddenly went sour because of the unexplained data change; those who had cut early deals found themselves screwed.
Anyway, there are over 3000 cars on the list altogether; the couple hundred on this list are just the ones that changed mileage in midstream. Google “Cash for Clunkers” and you’ll get to the entire listing.

This claim is supported as of this writing by nine members of Congress and of course America’s Racist of the airwaves, Rush Limbaugh and other advocates of hate.
And then there’s this gem, referring to Rush Limbaugh:
Let me make it clear that I will continue to be the same non partisan pollster as I have been for over the past 20 years when it comes to the quality of my work. If that is not good enough for our clients or prospective clients, then to hell with all of you, particularly if you feel that way after you read the list. In fact, I hope my media clients will go after this cowardly slob and take him down once and for all.
He then proceeds to list 10 “quotes” Rush never said. (Some of them I recognize as similar to things Rush actually said, but they are highly distorted to make Rush appear racist.) Real non-partisan, huh?
The site is unprofessional. It’s done in Wordpress and is for the most part badly out of date. There are no links to the actual polls with internals, as you’d find at Gallup or Rasmussen, only links to the stories about the polls (basically republishing their press releases). So it’s impossible to evaluate the validity of the poll. I can see no reason to consider this a credible organization.

Lambert said the government has created a program that’s “so big and cumbersome that it can’t find a way to accept anything. We’re sending in good, reliable deals.”
It’s nerve-racking for the dealers, he said, because they have given the customer $4,500 and now the dealers need to be reimbursed.

UPDATE: Moe Lane is not surprised. “Note that the program started on July 1, they only published the actual rules Friday, and they’re still working out how to get the dealers their money. If you’re shrugging over that, consider this: what’s essentially happening here is that car dealerships are giving $4,500 interest-free, unguaranteed loans to the federal government… and the determination of whether or not those loans get paid off is more or less going to be at the discretion of mid-level bureaucrats at the NHTSA. Even if they do repay every loan, it’s apparently going to take time for the system to smooth out; it’s an open question whether it’ll straighten out before the official end of the program in November. And the car dealerships – the only producers of goods in this particular equation, and the ones that the government is ostensibly trying to help – get all the headaches.”

If success is defined as meeting the goals the Administration set for the program, he’s absolutely correct, at least so far. It’s getting higher-mileage cars off the road and replacing them with more fuel efficient models; and it’s giving a much needed boost to the lagging auto industry. There have been a couple of snags - the EPA switching mileage listings in midstream, and burning through the cash much more quickly than anticipated. But overall, it’s done exactly what the Administration claimed it was going to do and done it well.
It’s reasonable to disapprove of the program altogether for a number of other reasons. But that’s not a failure of the program; that’s a disagreement with it.
I’ll offer this small bit of support for it: it could have been worse. A total asshole Leftard would have “fixed” the problem of low-mileage cars by penalizing owners who drove them, instead of rewarding them for desired behavior. I was near certain there would be a national mileage testing requirement imposed, with the aim of forcing people to trade in their cars through fear of penalties. Not much of a consolation, I’ll admit; I’d rather see no government involvement in the marketplace at all. But given that some government twiddling was nearly inevitable, this particular method is less unpleasant than others might have been.

The GOP (and conservatives) are squandering a huge opportunity here. There’s actually a good chance that the cash for clunkers program is a good idea. It seems to be working. I know that’s unthinkable but maybe people should look at supporting the good ideas instead of blindly opposing everything. TARP is a good example. It worked but the right pretty much universally opposed it.
In two years the economy will probably be well into recovery. Some of the actions taken by Obama are going to work (gasp!). It would be nice if at least some Republicans were on record supporting the recovery of the economy.
People really need to start thinking long term. What’s the economy really going to look like in 2 years? 4 years? 8 years? I mean really, not Glenn beck/Rush Limbaugh fantasies. They’re still invested in the stock market. Chances are you are too because you know the economy is going to recover. Otherwise you’d cash out, invest in gold ingots and build a bomb shelter in the woods.
The economy is going to recover, we should participate in that.

The House voted Friday to transfer $2 billion in emergency funding from the economic stimulus plan to the “cash for clunkers” program, but the extension faces a tougher path in the Senate.
The House moved rapidly to pass the measure after learning Thursday that the initial $1 billion allocated to the clunkers program may have been close to exhausted after just one week. The new legislation would shift $2 billion from the $787 billion stimulus plan to the program.

Ihe question is when will the economy recover and how long will it take. There are quite a few folks that think the worst is behind us. I am inclined to agree, with the exception of the commercial real estate market (shopping centers, regional malls, etc.) However, I do not foresee a quick recovery. The damage done by the Democrat Economy - the Democratic party has controlled the Senate and Congress since Bush’s midterm - may not be over for five or even ten years. The stock market notwithstanding, the “economy” may take the glacially slow path that Japan’s economy took.

For me the question is not one of “working” or “not working”, it’s that I don’t want the federal government getting involved in things at this level. Delivering the mail and fighting wars was a good rule of thumb. You have to type in your ID and password to access certain features. That’s the “personal information they request from you” in order to grant access.
You can’t use a lot of the features on LGF without first providing a user ID and password on Charles’ registration form. And subsequently, you can’t access all features of the site without providing those pieces of information again - or setting your browser to provide them automatically when you revisit the page.
Also, the site hasn’t been updated since August 2007, and the particular item you’re referring to hasn’t changed in an even longer period of time; I’m too lazy to dredge through the list of updates to see if it ever has.

The Great Depression is the end all/be all for Dems. They want to look at all the “stimulus” jobs created by this vast public spending. They do not look at the reality that if not for WWII, our Great Depression economy would have languished in a debt-laden recession economy for decades (think the “Lost Decade” in Japan writ larger).

I recall a couple of ‘stimulus’ payments forced through by Democrats during the Bush administration. One of them consisted of $300 per perosn. I remember cause I got one. At the risk of sounding elitist, the only industry this handout stimulated was the pizza take out industry.
Nobody was going to go out and buy a car or a house or even an electronic device on that amount, let alone take the money and create jobs.
But I remember the democrats feeling very good about themselves. And it was all a bunch of bullshit.
I don’t have a fancy Harvard degree but I did learn a long time ago that I’ve never gotten a job from a poor man. God bless the poor man, but he’s not going to give you or me a job.

What happens to the vehicle I trade in?
The CARS Act requires that the trade-in vehicle be crushed or shredded so that it will not be resold for use in the United States or elsewhere as an automobile. The entity crushing or shredding the vehicles in this manner will be allowed to sell some parts of the vehicle prior to crushing or shredding it, but these parts cannot include the engine or the drive train.
That does seem stupid to me. It would be better for the economy to fold those cars back into the market place.

Currently 62 million cars on the road, how many are clunkers? No clue.
Cash for clunkers $1B, paying $3,500 to $4,500 each. Let’s split the difference and call the average payout $4,000 (makes the math easier too!). That works out to 250,000 clunkers.
What’s the overhead? How much of the $1B is actually going out the door to buy clunkers. Let’s be generous and keep the math simple, 20% over head (I’d bet it’s closer to 50%), leaves $800M to buy clunkers, or 200,000 cars.
So the $1B clash for clunkers will remove a whopping 0.32% of the cars from the road. An additional $2B for a total of $3B gets 0.96% of the cars off the road.
Each of those cars removed is replace by a new one. So the actual net of cars on the road doesn’t change.
A quick high level summary of emission. Let’s make some quick broad assumption. 1) the 1% (rounding up) of cars removed contribute 5% total auto emissions (WAG). 2) The cars have 80% less emissions. So for 3 billion we reduce auto emission by a grand total of 4%.
CAFE Standard is 27.5, and clunker is 19mpg (IIRC). In 2005 the US average mpg was 21 mpg. Converting a mere 1% of the total US vehicle fleet to 27.5 mpg CAFE standard is going to have a negligible effect. 19mpg to 27.5mpg, approximately 50% improvement, but applied to 1% of the fleet nets a 0.50% improvement for the total average. If we use a better case, 14mpg cars to 27.5 cars on average for a 100% increase the net’s 1% across the fleet.
The average 21mpg jumps to 21.21mpg all for $3,000,000,000.00.
For $12 Billion dollars we can get to 22mpg.

Q: What will happen to the car I trade in?
A: The car will be sent to the salvage yard. Some parts may be kept but the engine and drive-train must be destroyed. Specifically the engine will be injected with a liquid glass solution to permanently disable the engine and it will be the responsibility of the dealer to make sure this is done to the engine.

Actually, deals have been struck for this program since July 1; they couldn’t be consummated until the 24th, but there were a lot of deals sitting in the pipeline beforehand. It’s a lot more than a single week’s worth of deals.
Continuing to extend the program because it’s wildly popular, though, is a huge mistake. If it’s going to be extended, that extension needs to be justified by some sort of economic calibration matching expected benefit against the outlays. I’m not seeing that part happening, and there are downsides to allowing the program to run for a long period of time.

However, as a stimulus measure to get people buying cars, spending money, etc it might be effective. As a means to remove certain cars from the road it’ll be a failure.

Several PDFs available on revenues and expenditures, most states are desperately trying to tax their way to balance, which seems more than counter-productive to me.

We’ll leave that up to the historians and economists to sort out later but I can guarantee you that Obama is doing somethings correctly, others not so much. The only thing I’m certain of is that the decisions being made now to save the economy are being made by Dems and universally opposed by Republicans. I don’t think it’s going to look good when we look back on all this in 4-6 years.
Even if Obama does make some serious mistake the Republicans can’t really get credit for opposing him because they’re opposing everrything including the good ideas (whatever they may be).

TARP comes to mind. It worked. It saved our financial infrastructure. The government even made money off the deal…
Goldman already paid $318 million in preferred dividends on the $10 billion in TARP funds it received, which it repaid in full last month.Combined with the warrant repurchases, Goldman has paid the government $1.42 billion, for an annualized return of 23 percent.
I think when economists look back at the crisis TARP will be accepted as a good idea. Conservatives rabidly opposed it. There are thousands of pictures of Tea Party protesters waving signs about not bailing out the banks. The Wall Street Journal op-ed page(along with Fox news and many conservatives blogs) told us it was a secret plan for Obama to nationalize the economy and that TARP would never be allowed to be repaid.
It was a good idea, the correct thing to do and was rabidly opposed by the right.

I think when economists look back at the crisis TARP will be accepted as a good idea. Conservatives rabidly opposed it. There are thousands of pictures of Tea Party protesters waving signs about not bailing out the banks. The Wall Street Journal op-ed page(along with Fox news and many conservatives blogs) told us it was a secret plan for Obama to nationalize the economy and that TARP would never be allowed to be repaid.
It was a good idea, the correct thing to do and was rabidly opposed by the right.
Not sure if I agree that it worked, also don’t know if the alternative of nothing would have been better or worse. I do agree with the assertion that historians will think it was a good idea, action is often looked on as a positive vs. inaction; regardless of the end result.

That $400 per month finance charge will buy a lot of fuel, you know. And if you finance, you must have collision insurance, which is costly. Drive an older rig, and you can self-insure, and get crash parts, if needed from the junkyard or aftermarket.
And on the other side of the coin, with an older vehicle, the carbon footprint of its very manufacture has been largely amortized by the utility it has provided. A brand new vehicle sitting on a car lot has a huge carbon footprint, even before a tank of gas has been burned in it.

The GOP (and conservatives) are squandering a huge opportunity here. There’s actually a good chance that the cash for clunkers program is a good idea. It seems to be working. I know that’s unthinkable but maybe people should look at supporting the good ideas instead of blindly opposing everything. TARP is a good example. It worked but the right pretty much universally opposed it.In two years the economy will probably be well into recovery. Some of the actions taken by Obama are going to work (gasp!). It would be nice if at least some Republicans were on record supporting the recovery of the economy.
People really need to start thinking long term. What’s the economy really going to look like in 2 years? 4 years? 8 years? I mean really, not Glenn beck/Rush Limbaugh fantasies. They’re still invested in the stock market. Chances are you are too because you know the economy is going to recover. Otherwise you’d cash out, invest in gold ingots and build a bomb shelter in the woods.
The economy is going to recover, we should participate in that.
Living in The Detroit Area, with 20-25% unemployment, I say whatever boosts the American car companies I am all for it.
If a republican had just said : 4500 cash no questions asked towards the purchase of a new car, I think a lot of people would have been on board.
Democrats hate the trickle down econ, but this is sort of what cash for clunkers is.
I’d rather see an across the board tax cut or incentive for everybody, than these targeted programs that excludes lots of people but I agree, republicans need to get on board good programs.

Actually, deals have been struck for this program since July 1; they couldn’t be consummated until the 24th, but there were a lot of deals sitting in the pipeline beforehand. It’s a lot more than a single week’s worth of deals.
Continuing to extend the program because it’s wildly popular, though, is a huge mistake. If it’s going to be extended, that extension needs to be justified by some sort of economic calibration matching expected benefit against the outlays. I’m not seeing that part happening, and there are downsides to allowing the program to run for a long period of time.
The states love it because of sales tax, license and registration fees.
The auto dealers and manufacturers love it for obvious reasons.

You could about a thousand bucks worth of good parts from a so-called “clunker” and make it into a for-real clunker, and still get the four and half G’s from Obama.

If only! Unfortunately, they love me and pay me good money, although the checks are always late. Plus, the husband is unemployed.
I’ve never worked at home but I’ve from out of my house for the company I used to rep for. It’s very easy to get lazy and sleep an extra hour, take some time here and there. I finally wrote my schedule out and vowed to keep to it. Tough couple of weeks to begin but after that it was a breeze. Funny thing , after I got used to it I became very efficient and was usually done with my week before noon on Fridays. A nice little bonus.
Writing it down was probably the most important part of it looking back, though.

This has been the cause of a good deal of criticism, because parts that have nothing to do with fuel consumption are also being destroyed instead of recycled, leading to an additional energy expenditure in the form of additional manufacturing activity.

It does seem counterproductive in that it takes cars off the market that low income people could afford.

Mine sure is. He’s been gone since ‘96, and I still dream about him, I still cry sometimes…he was a great man, but I never expected to be mourning after thirteen years, but I am. He left an awfully big void.

I think when economists look back at the crisis TARP will be accepted as a good idea. Conservatives rabidly opposed it. There are thousands of pictures of Tea Party protesters waving signs about not bailing out the banks. The Wall Street Journal op-ed page(along with Fox news and many conservatives blogs) told us it was a secret plan for Obama to nationalize the economy and that TARP would never be allowed to be repaid.
It was a good idea, the correct thing to do and was rabidly opposed by the right.
KT, I know you mean well, but you are drawing a conclusion from a small portion of a another small portion of the TARP. It will be a few years until we actually know if all the money comes back and if we actually made a “profit” after consideration of unrecoverable assets, cost of capital etc… Not to mention there are democrats even now trying to pass laws to take the repaid TARP funds and spend it on other programs and not settle the debt the program created.
TARP was last fall, Obama had not been even elected yet. There were many on the “right” who were against it, but there were an equal amount who explained why it was necessary and supported it. The unique credit crunch in the fall was resolved using the first half of the TARP money. The second half in January was not needed, as can be seen by the large profits and multi-million dollar bonuses being paid as we speak. And while credit and cash flow exists, it has tightened significantly.
So, I would call TARP a mixed bag so far, it could have been considered successful if they didn’t go ahead and waste the extra $350 billion, and if we recover all the money plus interest in the years ahead. Time will tell, but not yet.

Saw recently on VH2 or MTV2 a special on Floyds Dark Side of the Moon album. David Gilmore over the years has had countless people tell him how blown away when they first head DSOTM and one regret he said is that he never got to experience that moment - the first time listening to that album.
