I'm not going to ding Newt too much for this useless idea - mainly because it has no possibility of happening, and thus this promotion of his is purely to pander to his domestic audiences self-perception of their greatness.

One thing to note though is the stupidity of this:

The U.S. should negotiate a series of bilateral treaties with receptive governments, carving out undeveloped sites the size of Hong Kong.

Clearly Newt's strong suit is not geography. He doesn't give any examples of "undeveloped sites" probably because there are none that could work. Newt ignores that HK is a port on the mouth of a river that flows through one of the most populated places on Earth, and all those millions upstream working at near-slave conditions are why HK has the import/export business to begin with.
