According to a report by SPPD Officer Ryan Meeks, the bomb was discovered by an employee of Ronald Chastain Construction while working to construct a concrete loading dock. A 911 call was made at approximately 2:52 p.m.
Officer Meeks reported that he “observed that it was metal capped on one end with a metal and plastic cap on the other.”
The officer was advised that the suspected bomb was remarkably heavy and that it looked as if its fuse had burned out.
