No, but about 2 month’s into his governorship, a FL Congressman tried to change that.

But apparently it’s died. I found this cached version (the original doesn’t open for some reason) of his blog.

The bills I filed to allow Floridians to recall state elected officials have died. I’m disappointed that the Republican-led Legislature refused to give it a hearing, as I believe it makes a lot of sense to give voters a mechanism to remove an official without having to wait years in some cases. I continue to hear that citizen-led efforts are forming to place a recall amendment on the 2012 ballot, and I support that. Because this can be a complicated issue, I want to be clear. Bypassing the legislature and placing a recall amendment on the 2012 ballot requires a serious and formal petition effort. If it ends up on the ballot, it does not recall anyone, it simply gives Floridians the power to recall someone. A formal process must then begin, which includes signature-gathering. I will continue to share news as I learn of it.
