Does the ordinance say how you have to behave while there? (I imagine standing up and leisurely stripping, singing "Sympathy for the Devil" at an appropriate moment... the possibilities are endless.)

And what if you make a good-faith effort to attend church and they won't have you?

What makes this even more scary is how much support there seems to be in places for this kind of idea. Granted, much of what I've seen has been in open online comments, which aren't exactly good ways to judge popular support for something.

I'm glad this is getting more attention.

I looked at Wikipedia to see whether there are any non-Christian religious institutions in Bay Minette. The closest reference to the subject was this:

I guess that means no.

Operation ROC is the first program of this kind.

This one is blatant, and will get smacked down, even here in AL. There are far more subtle versions such as in-prison religious 'therapy' that gets prisoners a shot at an earlier release date.

Its so unconstitutional, that a prosecutor, who usually has absolute immunity from suit for anything he does in a criminal case, can be held personally liable for trying to compel a person to participate in a religious ceremony.

Bay Minette Police Chief Named "Worst Person In The World"

BAY MINETTE, Alabama --

Cable talk show host Keith Olberman has named Bay Minette Police Chief Michael Rowland "The Worst Person in the World."

Olbermann selected Rowland for the dubious distinction on Monday night's "Countdown with Keith Olbermann" after criticizing the city's "church or jail" crime intervention initiative. Operation Restore Our Community would give first time, non-violent offenders a choice: serve their sentence behind bars and pay a fine or go to church for a year.

Three civil rights groups, including the ALCU, the Freedom from Religion Foundation and Americans United for Separation of Church and State have threatend legal action against the police department and want the church or jail program scrapped.

Olberman says "You do you realize you've declared going to church is a punishment? At least it is in Bay Minette, Alabama!"

Rowland says he's no longer able to talk to reporters about his church or jail initiative and won't discuss it until the city's attorney takes a closer look at the legality of the program. But before the media gag order, Rowland defended Operation ROC, telling News 5 the program does not violate the first amendment which mandates the strict separation of church and state.

"We do believe it's legal and it's a good program," Rowland told News 5 last week. "We're going to stick with this and move forward with it."
