I'd actually disagree with the monitor on the matter of war crimes: The war crime is the deliberate targeting of civilians, not the use of artillery, which is justified if it is needed to destroy enemy strongpoints. But Assad is using the 240mm mortars solely to destroy and kill, rather than for any military purpose. That is the war crime.

This seems to be a point that needs to be repeated when observing Middle East conflicts. It is not solely the weapons used nor the number of casualties that determine the war crime, or the victim, but rather who shot first &/or who are the actual targets.
