My question then is who decides on the right when that criteria is met for use of the 2nd Amendment for such a reason?

That is an easy question to answer. The criteria will be met when such a movement gains enough followers to actually succeed in overthrowing the existing Government. After all, it is only if you ultimately fail to topple the government that your actions will be called sedition and murder. If you win however, then you will be absolved of all consequences since it will now be you who controls the country, courts, and enforcement of laws (or lack thereof).

The question would of course still remain, "now that you have overthrown the government what do you intend to replace it with?" You better have a really good and quickly implementable answer handy or someone else will be overthrowing you as well pretty soon after. This seems to be something that all of these yahoo militia factions lack, their plans all seem to be more like...

1. Overthrow the government via armed revolution.
2. Eliminate all Government Agencies and Regulation.
3. ???
4.Profit! Freedom!

If you're the only one out there, it isn't time yet.

Well observed, both of you.

I just wanted to show that it grates me when we have acts of criminality with a firearm the defense of no regulations on the 2nd amm. is that we need it to defend ourselves and t hen when no one is looking the same defenders of this claim its there to one day overthrow a tyrannical govt (like the Confederacy tried?). But when the Federal Govt busts such plot here and there these 2nd ammd avengers never once jump up to the militia's defense - but their whole literature praises this contingency!
