They are not “outsiders,” far from it, the Haredi parties, which emphasized the very narrow “outsider” view, are losing power because more Haredim prefer to vote for other parties that want to integrate them into the rest of society, like Yesh Atid. Yair Lapid recruited Haredim to join his party.

The “ultra-Orthodox” are by no means being “excluded” from the government, they are participating as members of broader organizations.

Would it be fair to say that some of the old guard leadership is being isolated by the disaffected Haredim?

Who are the “old guard leadership”? There are the roshei yeshivos (heads of rabbinical academies) and the Hasidic Rebbeim, there are the official state Chief Rabbis and then there are the party hacks. I just see the party hacks falling out of favor.
