When PresÂiÂdent Barack Obama reÂplaced Hillary ClinÂton on FebÂruÂary 1, 2013 with John Kerry as his SecÂreÂtary of State, he efÂfecÂtively reÂmoved the last vesÂtige of efÂfecÂtive U.S. forÂeign polÂicy.
This is not to say that Hillary ClinÂton was so great at forÂeign polÂicy, but that John Kerry is so inÂefÂfecÂtual at it. Add to this the posÂsiÂbilÂity that Obama might finÂish his secÂond term as one of the presÂiÂdents with the worst forÂeign polÂicy record.
