The court is going to hear the whole case shortly. With only two justices dissenting, it looks like the court just doesn’t want to plow the same ground twice. They do, after all, have other work to tend to.

That’s not what SCOTUS did:

The court rejected the state’s appeal of an October decision by the Richmond, Virginia-based 4th U.S. Circuit Court of Appeals that found that parts of the 2013 law should be provisionally blocked while litigation continues.

The Supreme Court’s action thus ensures that blocked portions of the law remain blocked until the case is through being litigated. This was not a ruling in favor of the North Carolina law.

The law was passed by the state’s Republican-led legislature in 2013.

I will amend my comment to say that the GOP likes laws that prevent the wrong kind of people from voting.
