Putin has massively fucked over Russia’s future ability to negotiate in good faith. He can make all the excuses and distinctions he wants, most governments are likely to look at this as a willful and egregious treaty violation. The really shocking thing is how unnecessary and seemingly capricious this action is.

I don’t think so. I would have thought the Russians might ship of Yanuk to Siberia for neglecting his duties and wasting Russian investments. But The Russians are going to give him safe haven out of loyalty. Most of Russia’s allies and business partners are authoritarian regimes and they are keeping loyal to the rulers (Syria, Iran, etc). Nobody’s really concerned about the country as a whole in these deals.
