Once again the myth of good guys with the gun stopping the bad guys is blown up.

No one stopped the mass shooting before the shooter shot himself. It was over before anyone reacted, and the carnage was already becoming all too apparent. The off-duty cops went to save victims, since there was nothing else for them to do.

19 seconds. 2 dead, multiple casualties.

That’s not a win for the good guy with a gun. That’s another abject failure, that comes on the heels of the Parkland and El Paso mass shootings, where good guys were present and/or engaged within a minute, and still left with mass casualties.
