They sent only low-level diplomats, not a high-profile delegation. And they did say that if Israel is being singled out, they’d leave. Which they’ve done.

Don’t know their thinking, but there is a pungent point which can be made by walking out in the middle of something. Just sayin’, but perhaps this was their intent.
