Perhaps for that very reason.
That was precisely what was going on when I was in high school from the late 60s to early 70s. Oh, add in the absolute taboo of interracial dating. and this was life in a Western PA Steel Town.
Then the mills died in 1984 and nothing took their place. What was once a thriving bustling town is now just an endless series of abandoned homes, dead storefronts and opium addicted zombies who are hard core Trumpettes.
