Its both. Bush set a deadline. We were negotiating to stay longer, but Iraq didn’t want to give our troops immunity, so Obama stopped negotiating and said we’d stick to the original deal.

You would think that Obama backed out because of the lack of immunity would please them but noooooooooo. So much for the Obama cares more about global opinion than US sovereignty bs.
