Bush left office with a 23% approval rating (Cheney was at 11%). Neither of them has been invited to any of the conventions since leaving office. The party wants to pretend that administration never happened.

ETA: also, TFG was nasty enough to Jeb during primaries that anything Dubya said about him would be dismissed as petty personal shit.
