Photons as weapons will not work when there is:
- precipitations;
- fog;
- smoke.

It’s just not practical to think of fielding a army with lasers unless you’re going to do your fighting in a desert when wind is not blowing and the enemy can’t start fires to use a smoke screen.

Assumes you plan to fight on Earth.
