Has any major politician proposed a hybrid solution to the illegal immigration issue?

It occurs to me that there’s a middle ground between the extremes of “Deport them all!” and “Amnesty for everyone!”

How about a program whereby some form of punishment has to be served and then, upon completion, that individual becomes eligible for legal residency.

How about a way to become legal that doesn’t get smeared by the bogus word “amnesty”? Why punish folks who were brought here as infants? Why punish people who have worked here and paid taxes and raised children and grandchildren here?
