Yemen is number two in guns per capita.

However, they are also in a state of major civil war.

Norway, Sweden, and Finland are 3, 4, and 5 (not in that order though).

And the last mass shooting in those three nations was the Right-Wing Terror attack on Utoya.

We have a major cultural problem here. Not to mention, you can get AR-15s in Nordic Nations. I would actually be quite comfortable with Nordic Style gun laws.
