I’d skip the step of knocking on the door honestly. If he has a hearing loss and usually doesn’t answer the door then you’d be better off contacting any on site building management first, off site second, and a call to the non emergency police number wouldn’t be a bad idea either. Cops do welfare checks all the time, this sounds like a situation where you should call.
