All the majority leader has to do when the senate reconvenes is to change the senate rules (which takes a simple majority) to state that closure only requires a simple majority. There are one or two other rule changes that can be made at the same time - end anonymous blocks & require filibusters to actually be old fashioned stand on the floor speaking till you fall over filibusters again.
