The burial isn’t about respect for him, its about the US not looking it doesn’t respect Islam. For Tsarnaev’s body to be cremated and his ashes scattered would be to provide Al Qaeda with more propaganda to use to convince young Muslim men that we are oppressing them.

Giving Tsarnaev a proper Islamic burial needs to be regarded in a COIN* context: To defeat terrorists and insurgents we need to separate them from the population, and respect for Islam as a religion is part of winning the respect needed to do so.
