Well, it was the Scots and Welsh who hated Edward I. In England he was regarded rather well for his legal reforms. Granted those reforms decreased the power of the nobility and thus increased his own power, but they did provide some real benefits to commoners, especially the reforms of the oppressive forest laws that his grandfather had famously used for ill ends.
