Pretty much the entire Western U.S. has open range laws and like I posted earlier, they were written by Ranchers for Ranchers.

They do actually keep the fences up pretty well along I-80. Cattle on the freeway would be pretty ugly. The highways, you just keep an eye out. The first time I took US 50, about 40 years ago, there were cattle literally lying in the road. Traffic has increased since then and they probably couldn’t do that comfortably now (they did get up and amble away when we drove up,) though it would have to be someone other than me to start an argument with range cattle.
