The GOP set two high bars almost immediately after the stories about Russiagate began hitting the news: Evidence of active collusion between Russia and the Trump campaign and evidence that Russian hackers had succeeded in changing vote totals. The argument being if both bars are not met, then there’s no scandal at all. They added a third bar later: If evidence showed that members of the Trump campaign were actively colluding with the Russians, then further evidence was necessary to show that Trump knew about the collusion.

It’s basically a rerun of Iran-Contra, that so long as they can claim that the guy at the top had no idea all this was going on, there’s no real scandal except a bunch of bad actors who were doing things he was totally unaware of.
