The money needs to be spent to attract and keep the best teachers. Obama needs to push for merit pay for example.

Teachers unions won’t go for the last one, we all know it.

As for the first one - money doesn’t motivate; you could pay salaries at 10 times the national average, and I guarantee you there would no significant change in the outcomes.
