‘Environment’ is the key word/idea.

That isn’t to say higher education is the answer to all ills in the world (clearly, it is not), but in the case where culture difference is the defining factor (as opposed to behavior, as in cannibalism, terror, etc) higher education is critical.

This isn’t a political agenda.

Works in Egypt and Iran. The leaders of the modern opposition tend to be college students.
