Assuming Perry doesn’t veto it, that law will probably turn Texas Democratic in time for the next elections.

35 to 40% of Latinos voted R this last time, and they form about 1/3 (35%) of the total voting population of the state. In other words, this will move about 12% of the total voting population from R to D. Perry won with a total of 55%. McCain won the state in 2008 with just over 55% of the vote. Subtract 12 and give it to the D (who got about 44%) and it gets pretty obvious.

And it is just as significant at the state legislation elections.
