In fairness, the way I’m reading this it seems to be that they’re voting on a resolution that effectively just says “We assert that we have a right to secede if it gets bad enough”. Which is dumb, but relatively harmless.

No, it’s “we can refuse to obey any federal laws or regulations we think are wrong, and secede if that’s what it requires.” NOT relatively harmless but certainly dumb.
