Depends on the state/county/municipality.

Here in Nashville/Davidson County, our county election commission (as well as the election commissions for the other 94 counties) is appointed by the TN state election commission, who themselves are elected into their positions by a vote of the entire General Assembly, with the party holding a majority in the GA having a one-seat majority on the commission out of seven seats total (which has been the Republicans for the past fifteen years or so).

Sometimes other things need fixing first. Then get Democratic county clerks. Or whathaveyou. I thought counties were all supposed to be the same. Was that just 3%er propaganda?
