Yeah that’s what she’s suggesting.

Suggesting, hell she’s saying it aloud. Because it’s what wingnuts believe, that the black man was wealthy and industrious before the DNC came along with the Great Society and destroyed their work ethics and family structure. That if it wasn’t for all those “entitlements,” then black folks would every bit as successful as their white counterparts…who were always supposed to be the only beneficiaries of those programs.
