In practice, there is no way to have sufficient moderators to detect in real time violations of TOS in English, let alone almost all other languages in use on this planet. Twitter — Facebook — youtube — too much out there and not enough time to monitor everything. They do a bad enough job on handling the more limited amount of material that is reported to them.

Sounds like grounds for an anti-monopoly action against them, then. If their company is so large they can’t control it, then maybe they need some help.
