Lucas sold off Lucasfilm in 2012 to Disney, one of the few companies that are more anal about enforcing their IP rights than Lucas was. You may be right, they may have went to the House of Mouse and paid a hefty license fee to have those performers there in costume, but that doesn’t necessarily speak to any political stance of Disney’s, because money talks their language.

However, part of me still thinks that CPAC did this on the sly and on the cheap.

Very doubtful. This isn’t CPAC - it was an exhibit put on by the Charles Koch Institute. Pictures of it were taken by the world’s major photo services, as you can see. Maybe it was paid to Disney instead of Lucasfilm directly, but the point remains.

Licensing fees for an event like this might seem huge to a normal person, but we’re talking about people with hundreds of billions of dollars at their disposal. It’s a drop in the bucket to them.
