Here’s the thing. You are either fiscally responsible for your choices, or not. There’s a safety net as a matter of humanity and the US has many great safety nets.
I believe that if work hard and make the right choices generally you will get ahead and you should be able to reap the financial rewards of your hard work and choices.
I don’t care for the alternative.

By the way what should the right choice have been for my brother?

Should he have handicapped his education and possible career employment chances by going to a less expensive/prestigious school than W&M when he had the good enough test scores to get accepted by them so that he’d save enough money to be able to afford to pay for his meds easily during this economic down turn that he could see coming back in 2003 when he was picking out what college to go to?
