Save for the colors, it looks like my old neighborhood in Moscow.
This district of Ostrava where I live was built-up in the 1970s, so most likely they Czechoslovak central government (at that time) was going for the whole Moscow approach.
There’s a run-down shopping center about five minutes away that’s in the process of being totally reconstructed - a grocery store (a local chain) is the anchor of this shopping center, and they’ve finished total reconstruction on that, and they’ll finish it up next year, hopefully.
