Maybe somebody else in his organization hid them away…my ex-MiL did that once with my wife’s passport.

It is entirely possible that the FBI took them in error, and when they found them in the boxes they took, returned them immediately. Shit happens, especially when you’re doing a raid on a former President and you know your actions will be on the evening news.
