Because that’s a prosecutorial nightmare. The single charge was invented in order to be comprehensive and avoid having to charge individual attempted murders.

If, per Lawhawk, the penalty in either case is life, I suppose it makes little difference what charge is used, although I don’t see what is hard about calling it 250 attempts at murder, other than possibly having to read each name out 250 times.
