They have him in a tough spot. If he decides to veto the bill then it’s going to be harder to blame the repubs for the shutdown. My guess is he’ll hold on to it and sign it at the last minute to avoid a shutdown. He’ll have to back down but he’ll be able to blame the repubs for holding him hostage, so to speak.
