Sorry to break thread, but I asked my midwestern friend about the Joni Ernst breadbags.

He says:

Can confirm from anecdotes from friends. If your family couldn’t afford new or better-than-shoddy quality snow boots, bread bags were a cheap solution for liners so your feet didn’t get wet.

(I can imagine there are also plenty of kids whose parents could afford decent boots but used this hack instead of buying yet another pair of boots when Spring is a month away…)
