That’s the key right there. When they’re already in custody for something. As opposed to the random check under so called “reasonable suspicion.”

As they say on Fark, THIS. There is a difference in having ID asked for things that could affect the person in a big way, and having to show it to any police officer who decides that he doesn’t like the looks of you.

And here’s the rub: the ID you could show in all of those previous situations is not a proof of citizenship. Only a Birth Certificate or a Federal ID like a passport is. How many of you go driving down the road with those in your car?
