He can’t.

Trump thinks that Kelly is no drama and therefore is the guy to settle things down.

The reason Kelly isn’t engaging in drama is that the agency he oversees isn’t usually a drama llama unless there’s a major security/terrorism issue. Chief of Staff is always a drama position because of proximity to the President and the need to balance all the competing interests trying to keep the president’s attention.

Under Obama, even this was minimal drama.

With Trump, it’s an deluge of a shit show because no one in the Trump admin knows how to do their jobs let alone do so in a way that is without drama. That’s by design too - since Trump picks people who are sycophants and suck ups whose only source of power is by proximity to Trump. If you don’t have his ear for more than 5 seconds, whatever Trump will do is lost to the ether. Trump has the attention span of gnat, so if you can’t constantly keep in his ear, all is lost.

Reince tried riding that dragon, and lost. Kelly wont do any better. I give him 6 weeks before he either quits or is fired.

Trump picked all the best people. Six months in and he’s got wholesale anarchy.
